I called police and they informed me that was not illegal in this state as it was covered by freedom of speech. (Obviously threating some people like elected officials or your superior in the military is a different can of worms) I don’t know if it would be considered illegal, but it would definitely be in poor taste. Wearing a T-shirt with a threat written on it would send a very clear message that you are not to be messed with. It would also likely provoke a strong reaction from those who see it, which could lead to dangerous or even violent confrontations.
