Fezler was not DQ’d because at that time the USGA didn’t have a written rule that banned shorts. The PGA Tour did, but the USGA (which runs the U.S. Open) did not…it was simply tradition. It’s a written rule now though. Because of this incident, the USGA has included “personal appearance” information on all applications now which state it’s ok to wear shorts during qualifying, but “the wearing of short pants is prohibited in the Championship proper …”
