It cannot be justified in a modern democracy to shut down the place in the Institution that is Sovereign. It's Sovereign because it is elected by the people. Boris will have learned lessons from the Scottish case. As nobody from the Civil Service justified why parliament was shut down and that it was not to stifle parliamentary process the defense failed to lead to the finding against Boris.
